How can Carers Enterprises help?
Carers Enterprises is an umbrella body registered with the Disclosure Barring Service and is in a position to offer an extremely competitively priced disclosure service.

The administration team are authorised by the DBS to undertake a complete disclosure service. Carers Enterprises experienced staff will ensure that your organisations DBS disclosure checks are processed accurately and speedily, minimising the delays that can be caused by incorrectly completed applications.

What is the DBS?
The Primary role of the Disclosure and Barring Service (DBS) is to help employers make safer recruitment decisions and prevent unsuitable people from working with vulnerable groups including children.

The DBS was established under the protection of Freedoms Act 2012 and merges the functions previously carried out by the Criminal Records Bureau (CRB) and Independent Safeguarding Authority (ISA).

What is the DBS Service?
There are three levels of DBS check currently available called Standard, Enhanced and Enhanced with Barred Checks which are available where an employer is entitled to ask exempted questions under the Exceptions Order to the Rehabilitation of Offenders Act (ROA) 1974. This includes any organisation whose staff or volunteers work with children or vulnerable adults.

They are issued free to volunteers who are defined as a person who is engaged in any activity which involves spending time unpaid (except for travelling and other out-of-pocket expenses) doing something which aims to benefit some third party other than or in addition to a close relative.

Standard Check
Standard checks can be applied for by people entering certain professions, such as members of the legal and accountancy professions and applying for specified licences. A Standard check contains:

• details of all convictions, cautions, reprimands and warnings held on the Police National Computer (PNC)

A Standard check cannot reveal if a person is ISA- registered or barred from working with children or vulnerable adults.

Enhanced Check
Enhanced checks contain the same information as the Standard check together with any information held locally by the police forces that it is reasonably considered relevant to the post applied for.

Enhanced with Barred List Check
An Enhanced with barred list check is as above plus the applicant being checked against the barred list for vulnerable adults and/or children.

An Enhanced check with information form the DBS's children and adults barred list is only available for those individuals engaged in regulated activity with either vulnerable adults and/or children.

The DBS recognises that the Standard and Enhanced certificate information can be extremely sensitive and personal, therefore it has published a Code of Practice and employers’ guidance for recipients of certificates to ensure they are handled fairly and used properly.

A copy of the Standard or Enhanced certificate will be sent out to the applicant.
